Update Information:

This update readds the Fedora "Administration" menu to the KDE Plasma menu structure. Dropping the menu resulted in its contents being shown in BOTH the "System" and "Settings" categories.

It also ensures the menu shows up as "Administration" (rather than the confusing "System Settings"), has its name translated properly and has a proper icon, by adding a (previously missing) dependency on redhat-menus.

Testing instructions:
* The update should not be dragging in any large (10 MiB xz-compressed or more) dependency.
* The added menu should show up as "Administration" and have a non-generic icon, at least after a session restart.
* There should not be any entries duplicated between "System" and "Settings", nor between either of them and "Administration", at least after a session restart.
