Upstart is an event-based replacement for the /sbin/init daemon which
handles starting of tasks and services during boot, stopping them
during shutdown and supervising them while the system is running.

Update Information:

This update adds job fixing selinux context on /run directory,
adds /run to directories created according tmpfiles.d,
moves all binaries to /lib/upstart and adds /lib/upstart to
default PATH if upstart is running.
