Description :
cliapp is a Python framework for Unix-like command line programs. It
contains the typical stuff such programs need to do, such as parsing
the command line for options, and iterating over input files.

Update Information:

* New version numbering scheme: `API.DATE`.
* cliapp now logs the command line and all settings, and the environment variables when the application starts.
* The `cliapp.runcmd` and `cliapp.runcmd_unchecked` functions are now callable without having a `cliapp.Application` instance.
* All types of settings can now have a `group` keyword argument
