Update Information:

This update fixes ktimezoned to watch for creation of /etc/localtime if it didn't exist at startup time.

Otherwise, when setting the time zone for the first time using kcm_clock, the initially set time zone would fail to get reloaded and the dialog would unexpectedly jump back to UTC.

Please note that the fix for #906854 (kde-workspace-4.9.5-7.fc18 in FEDORA-2013-1183) is also needed for kcm_clock to be able to set the time zone correctly.
