New horde components:

* php-horde-Horde-Routes: Classes for mapping URLs into the controllers and actions of an MVC system. It is a port of a Python library, Routes, by Ben Bangert (http://routes.groovie.org).
* php-horde-Horde-Secret: An API for encrypting and decrypting small pieces of data with the use of a shared key.
* php-horde-Horde-Stream: An object-oriented interface to assist in creating and storing PHP stream resources, and to provide utility methods to access and manipulate the stream contents.
