A set of macros for building GHC packages following the Haskell Guidelines
of the Fedora Haskell SIG.  ghc needs to be installed in order to make use of
these macros.

- fix building packages with latest packaging style on secondary arch's
- ghc_fix_dynamic_rpath: do not assume first RPATH
- create library base packages also on secondary arch's
