glibmm provides a C++ interface to the GTK+ GLib low-level core

* Updated mingw-w64 toolchain so the latest available
* Resolves regression where the symbol InterlockedCompareExchange (which is part of the win32 API) could get exported in shared libraries
* Rebuilt all packages which were affected by this regression

su -c 'yum update mingw-glibmm24' at the command line.
