Update Information:

Previously fedora-upgrade did not enable updates-testing when upgrading to branched development release. Updates-testing are in branchded development Fedora enabled. So fedora-upgrade now enable it during upgrade to branchded development version.

This update can be installed with the "yum" update program.  Use 
su -c 'yum update fedora-upgrade' at the command line.
