Update Information:

Reinstate setting NSS_SSL_CBC_RANDOM_IV to 0 by default so that clients can connect to servers that haven't yet been updated. The patch that does this setting is not applied in Rawhide only on the stable branches. F-19 entering beta must now be treated like a stable branch.
