This class is the base class for all time zone objects. A time zone is
represented internally as a set of observances, each of which describes the
offset from GMT for a given time period.

Update Information:

This time zone data release brings Olson's version 2013h for Perl. It updates zones: Fiji, Indonesia, San Luis (Argentina), Tocantins, Jordan, Palestine, Morocco, Librya, and Western Sahara (El Aaiun). It fixes some historical data either.
