Update Information:

Update to 0.10.0 to fix runtime incompatibility with python-wtforms 0.2.0. The import change in 0.9.5 and this doesn't present any new big changes, mostly fixes the interface with python-wtforms to allow the extension to work.

This does remove the python3-flask-wtf subpackage but there is no python3-flask to use it with in f19 so there was no way to install it, anyways
