Cloud-init is a set of init scripts for cloud instances.  Cloud instances
need special scripts to run during initialization to retrieve and install
ssh keys and to let the user run various scripts.

Update Information:

This update fixes the following issues in cloud-init:

1008250 - Write /etc/locale.conf instead of /etc/sysconfig/i18n

1008250 - puppetagent.service reverted to puppet.service

1025071 - Don't require dmidecode on arm

1067089 - Don't require dmidecode on ppc64

1103761 - cloud-init fails due to missing tmpfiles.d config
