This release correct build script and restores compatiblity with perl before
5.8.9.  ----  This release fixes building on Win32. We provide it only to
deliver latest version string.  This release fixes incremental parsing of UTF-8
strings. It also improves build script.  3.009 version fixes CPAN metadata. We
deliver it only to provide latest version string.
