GNOME Initial Setup is an alternative to firstboot, providing

Update Information:
This update makes gnome-initial-setup handle variations in the way in which the privacy policy is specified in /etc/os-release, and it avoids locking up keyrings of preexisting passwordless users with a 'secret' password.
