I posted a message about our disagreement on fedora-extras-list,
but nobody responded something allowing to come to a decision.

Otherwise I found another issue, the icon for menu would 
better be in %{_datadir}/icons/hicolor/48x48/apps
since it has then a location corresponding with the size.
Then you should run the appropriate snippets which regenerates
the hicolor icon cache.
