I don't really feel competent to review mono packages, but here are a few
generic comments:

Is the name of the package "monotools" or "mono-tools"?

The URL seems to be incorrect.

It's up to you whether you separate BuildRequires: with spaces or commas, but
you should be consistent.

The %description is a bit content-free.
