Well, IMO these files are generally not empty.
You can see gdm, for example.

* At least, AUTHORS is generally not empty.
* And ChangeLog or NEWS is generally not empty.

Well, what is listed in %changelog in spec file is that
the changelog for spec file. 

ChangeLog (or NEWS) is meant to show what changed 
on the evolution-brutus itself (i.e. some additional feature 
added, some deprecated feature removed etc...) so this
is different from spec file %changelog
