Agreed.  That's very strange.  I sent this upstream:

I was attempting to package Roundcube for inclusion in Fedora Extras.

During the review process, we hit a snag.  Portions of the code distributed with
Roundcube are Licensed under the PHP 3.0 and PHP 2.02 licenses, which are
GPL-incompatible.  

This is a legal no-no:

I wanted to make you aware of this:

A: For your protection

B: So that, if this is corrected, we can continue our efforts to include
Roundcube in Fedora Extras.
