The big blocker is that the sound files that Asterisk depends on haven't had a
proper license.  That should be fixed "any day now" and I'm 95% certain that the
license will be free enough to be included in Fedora.  While the sounds aren't
absolutely necessary it'd be very very difficult to do without them.  If
Digium's license for the sounds isn't free enough it may be necessary to
re-record the sounds, perhaps initially using the OpenPBX/CallWeaver sounds as a
base to start from.

The other blocker is that no one has been interested enough to do a review -
David Woodhouse initially indicated interest but once OpenPBX.org/CallWeaver was
included he lost interest.  However, there is a new proposal to set up an
Asterisk server for the Fedora Project[1] so that conference calls can be run. 
 Dennis Gilmore indicated yesterday on IRC that he would be taking over the review.

Over the next few days I'll be reviewing all of the comments to make sure that I
have addressed all of the concerns raised so far.
