You won't like what I am going to say now, but it seems inevitable:

Any package that "must use static libs", in 90% of such cases is "plain broken".
Either these developers have no clue what they are doing, or they are doing
something "obscure" and not unlikely to outsmart themselves.

There are only very rare occasions where a statically linked application is
really required. In case of a binary in /usr/bin, it almost never makes any sense.
