It looks like the comments from Michał Bentkowski indicate that lapack/atlas are
sharing (virtual?) Provides, but are not compatible. See also comment #13.

If atlas-devel/lapack-devel are interchangable forget my comment :)

Quentin, any chance you'd find some time for reviewing? Or are you waiting to
see whether this package is GPL compatible (bug #234191), as otherwise it is of
no use to octave?

If you don't want to review with the current license or until bug #234191 is
resolved otherwise, then perhaps someone else would like to? Rathann, maybe?
