manual.xml begins with:
<?xml version="1.0" encoding="ISO-8859-1"?>

So it is encoded in latin1 (ISO-8859-1), it shouldn't be converted to 
utf8. The tools will do the correct conversion automatically, if 
converted to utf8 the non 8bit characters will be messed up.
