Unless I missed something, the LICENSE_1_0.txt and README are not in the main
package, would be better if they were there.

You should drop
BuildRequires: bzip2-libs

The license tag should simply be: Boost

Maybe the flag could be
--with-python-root=%{_prefix}
instead of
--with-python-root=/usr
