No (to the question "Is this also automatically 
created in F-9+?"). If you try mockbuild you can reproduce this
error. Or you can reproduce this failure by

$ export PATH="/usr/sbin:/sbin:$PATH"
$ rpmbuild --rebuild <your_srpm>
