I don't see any trouble having the package being approved to be
in good shape, and  then being taken over by a fedora maintainer 
and then formally reviewed.

This should be closed only if, after the package being stated
to be in good shape, nobody wants to maintain it. It is perfectly
right to swap maintainers at the end of a review, though it is 
better if it is not swapped with the reviewer.
