I'm the author of libgdata. I've just released version 0.1.1, which fixes the
licencing issues (standardises on LGPLv2.1) and adds a website:
http://live.gnome.org/libgdata.

Re. test suites, you can run the "general" test program, which makes no network
requests (and will continue not to do so, since there are no "general" GData
service providers).

What do you mean by "network services which must already be set up"?
