Some comments:
* The original version of this "EXCEPTIONS" had a third clause:
3. Companies listed in this table are not granted rights to
modify, distribute, copy or use the Program. Not under the
GPL nor under any other Open Source license. This
restriction includes employes, both past and present and
anyone affiliated with the following Companies.

Thankfully, that clause is no longer present. However, the EXCEPTIONS seem to
not give linking permission to modified versions of their code.
Accordingly, we should treat this code as GPLv3+ only, and ignore the
EXCEPTIONS.
