I don't want to get much involved with this review, but why not just let
gstreamer deal with the codecs mess? And if you want to provide some
binary-only codecs, why not to make repository of them and let PackageKit use
it as (optional of course) additional source of codecs?

But, that's just off-topic to the issue of EULA.
