To build gluegen you shouldn't need jogl (see comment 3). Jogl needs gluegen,
however and it wants it in source form, which is a problem for us, but not a
problem that needs to be tackled here.

To build gluegen, however, you will need cpptasks.

If you get a good SPEC for this, without cpptasks you might not get approval
and cpptasks will need to be finished first.
