I suggest to add the following to the %install section:

# remove doc and example files we don't want to package
rm -f doc/vp_userguide..pdf doc/Makefile*
cd examples
make clean
rm -f Makefile.*

Then you can keep the %files section of the doc package rather brief:

%files doc
%defattr(-,root,root,-)
%doc doc/ examples/
