No "common sense" there. Mystique "common sense" you do not want accept when we
see many dependency in doc packages in our repository! Also see before.

What flexibility it would reduce? You free to do not install Documentation at
all. As required in guidelines main package can't rely on documentation in any
case.

Again, when I make separate examples sub-package you are speak about "excessive
flexibility"...

What exactly can mean size of examples in our situation?? Yes, it is not big,
but why we should pay to that less attention?

What is main - I do NOT strongly disagree with you there...
But also I'm not sure what it is strongly correct way or it is mentioned
"common sense"...

If I known what can do anything better, usually (unfortunately not always) I
ready spent some additional effort to do that. And there no difference how many
files or kilobytes in work.
