yes,  you will have the same package for fedora 10, 11, 12 etc..., and without
dist-tag your rpm will have the same name, when someone upgrades from f10 to
f11 then your package won't get upgraded because it's have the same name, and
using dist-tag you will have 

foo.fc10
foo.fc11  


foo.fc11 >  foo.fc10

for example

/usr/sbin/drbd-overview

becomes

%{_sbindir}/drbd-overview
