Updated: gcj removed, debuginfo removed, javadoc subpkg marked as noarch

As far as gcj, it has been deprecated:
https://fedoraproject.org/wiki/Java#Java_on_Fedora

"Note that AOT compilation using GCJ has been deprecated (made optional) and
new or updated packages will be built using OpenJDK to produce regular Java
bytecode."

Since it adds complexity / additional dependencies its not usually included
unless absolutely necessary, eg

What would be the best means through which to get the guidelines updated (eg
what mailing list is best for this request)?
