Importing is OK but whether it is functional is hard to test.

[+] SHOULD: If scriptlets are used, those scriptlets must be sane.
[+] SHOULD: Usually, subpackages other than devel should require the base
package using a fully versioned dependency.
[+] SHOULD: The placement of pkgconfig(.pc) files depends on their usecase, and
this is usually for development purposes, so should be placed in a -devel pkg.
A reasonable exception is that the main pkg itself is a devel tool not
installed in a user runtime, e.g. gcc or gdb.
[+] SHOULD: Packages should try to preserve timestamps of original installed
files.

You may need to check koji to see if versioned requirement is really needed. At
least python-gdata >= 1.1 can be changed to python-gdata, because the version
of this package in F12 is larger 1.1.
