Right, the version in there is the version of the desktop file spec, not the
application. :) 

I forgot to mention that you need to use desktop-file-install to install the
file. :(

Also, I would consider using sed instead of perl in the spec, as sed is much
smaller and you won't need a perl Build dependency here, but thats not a
blocker, just a matter of taste.
