New packages, these build in mock okay for me.

rpmlint shows a lot of 

devel-file-in-non-devel-package.

I'm not sure how far it makes sense to deviate from current packing
of numpy as it stands in Fedora. It may be that f2py uses these "dev" files
at runtime as well.
