The subpackages need to Requires: mpi4py-common, since the license etc is in
-common.

Move the large documentation stuff into -doc.

The names of the python3 versions are IMHO a bit odd, but this seems to be the
way python3 is packaged in Fedora.

After you've added the docs and enabled running the testsuite I'll do the
review.
