The scratch build has right permissions:

There are remaining problems with the testsuite, that will hopefully be shoot
down in the future.

e.g. mpich2 currently can't be tested, because it needs a DNS lookup, what the
buildsystem blocks. Maybe that's why openmpi also bracks.
(It seems, both are not designed to work in a non-network atm...)
