The docs are prebuilt and --enable-gtk-doc only reduilds them. Currently this
only works if you already have libxfce4ui installed:

gtk-doc: Running scanner libxfce4ui-scan
/home/chris/fedora/rpmbuild/BUILD/libxfce4ui-4.7.1/docs/.libs/lt-libxfce4ui-scan:
error while loading shared libraries: libxfce4ui-1.so.0: cannot open shared
object file: No such file or director

Nice hen and egg problem. ;( I suggest to not rebuild the doc, at least until
we have this in rawhide.
