Are you sure the Fedora optimization flags are used in the build...? Normally
one needs to pass e.g.

# Remove CFLAGS=... for noarch packages (unneeded)
CFLAGS="$RPM_OPT_FLAGS" %{__python} setup.py build

as in the python spec file template.
