I believe that the puppet package should own that directory because that is the
default location that puppet uses to search for modules.  I will add the puppet
package as a dependency and create a ticket requesting that the puppet package
own that directory.

Is that acceptable?  If so, do you need me to post an updated package that
includes the Requires: puppet line?
