I'll try to explain it better.

In the %install section, remove the INSTALL file:
rm %{_docdir}/%{name}-%{version}/INSTALL

Replace this line in the %files section:
%doc COPYING AUTHORS ChangeLog README

With the following line:
%doc %{_docdir}/%{name}-%{version}

You can check what files are marked as documentation in the RPM with:
rpm -qpd <package_name>

That's it :-)
