You can't create new branches in any case, and the reason you can't build for
rawhide is because the package is retired.  You need to submit an SCM request
indicating that the package needs to be revived and requesting any new branches
you need.  And of course, if the package has been orphaned or retired for more
than three months, you will have to go through a new package review.
