 Appdata wants rantings etc. ... which is outside data.

 But to expand on what Seth said, even if we assume the above is a difference
and that there are other differences (like appdata want non-text for example)
... those differences don't matter from the point of view of distributing via.
packages or repodata.

 On the other side the fact that the data the user needs will change based on
which repos. are enabled and change as the packages change in their enabled
repos. _in both cases_ is relevant.
