To clarify, reading the upstream site:
  http://cairographics.org/pycairo/

upstream are releasing two tarballs:
  - py2cairo-VERSION.tar.gz for Python 2
  - pycairo-VERSION.tar.gz for Python 3

Our existing RPMs are named "pycairo" and are for python 2.
