modified spec to follow ruby guidelines

Modifications done are
- Subpackage doc files.
- Drop %%{buildroot}, %%clean section and cleaning 
  of buildroot in %%install.
- Fix the permission issue for enum and install.rb file.
- Fix the shebang in script files.
