Typically we preserve such files and treat them as a documentation [1] (of
course they have to fulfill the "If it is in %doc, the included programs must
run properly if it is not present." clause). It means that if there is -doc
subpackage (which is present in this case), the files goes there. Your -doc
%file section should look something like:

%files doc
%defattr(-,root,root,-)
%{geminstdir}/spec
%doc %{geminstdir}/README.rdoc
%{geminstdir}/Rakefile
%{geminstdir}/tasks
%{gemdir}/doc/%{gemname}-%{version}
