I still not able to run this app.

The INSTALL file provided is absolutely irrelevant (configure/make/install)

Please provide an minimal howto.

After filing the data/mysql_conn.php, I get a blank page.

About packaging, data/mysql_conn.php must go to a subfolder of /etc/ and be
tagged as %config.
