Steve just added that, %version-%release.

So does this mean that a package cannot set itself to be started at boot?  

Currently it's set to:
# chkconfig: 2345 41 61
and no Default-Start nor Default-Stop (he used to have it, it's not in his
current incarnation, so now LSB and chkconfig settings differ).
