Thanks! I did update the version to 0.0.2-2 with the spec file and rest
modified to have an updated version of INSTALL file as well as the
configuration files moved to the /etc/php-virt-control directory.

Locations are:

SRPM file:
http://php-virt-control.org/download/php-virt-control-0.0.2-2.fc14.src.rpm 
tar archive: http://php-virt-control.org/download/php-virt-control-0.0.2.tar.gz
